Our office represented OPC Energy Ltd. and additional companies from OPC Group in submitting a bid for a PPP project to finance, design, construct, operate, and maintain a dual-fuel conventional power plant intended to be established in Sorek, with a capacity of up to 900 megawatts and an option for future expansion to a total capacity of approximately 1,400 megawatts. The tender offer is a precedent-setting one with complex characteristics, reflected, among other things, in a different and unique risk allocation between the state and the concessionaire compared to other PPP projects. The representation included tight legal support in all aspects of the bid, analysis of the tender offer documents and associated risks, as well as agreements with third parties and contractors for the future execution of the project.
